California - Is California the First State to Ban Affirmative Action?

California, ostensibly liberal California, was the first state to ban affirmative action. That happened in 1996 with a ballot initiative known as Proposition 209. Shortly after that, the percentage of black and Latino students admitted to Berkeley fell sharply. Although there's been tons of effort and there's been some gains, they have not rebounded to the pre Prop 209 numbers.
