The Power of the State Legislature

In theory, the state legislature is decider of certain questions. Can they ignore their own state's constitution because maybe the constitution limits the way in which they can address the enactment of election law? Even the litigants in the North Carolina case admitted that they didn't want to ask the court to go that far.
