Academic Freedom or Intellectual Freedom?

Academic freedom would be the rational ability to choose to contemplate the truth and so if you can do that completely you have complete intellectual freedom. You still need a setting a place in order to pursue that right but there does have to be a kind of negative or a freedom from those sorts of things as a condition. I was wondering if one couldn't then define academic freedom what it's a bit more of a juridical property than an institution.
