Orwell's assumption in early 1941 is this will have to take place under wartime conditions the shift to socialism so that the war can be won. In most respects what Orwell says in the line in the unicorn did not come to pass and his predictions were greatly overdone. The English state did not reform itself to win the war the British state hung on long enough to be joined in the war by the people who could win it. It was only after the war ended that the victorious Churchill was ejected in a democratic election and replaced by Atley.
