Are You Going for Trickle Down Economics?

A day after the budget Joe Biden tweeted that trickle down economics doesn't work and never has. The idea being that if you make richer people richer, you increase the wealth in the economy which will then trickle down to everyone. Now what the government argue is that they're not going for too well economics they're going for growth.
