There is a trusted aspect to the way lightning works with very small payments. You have no way to enforce that transaction because it's either under the disona dust limit, or the way that lightning handles it just doesn't actually give you full rights. To emulate something like milli sats, you'd basicaly have to do something like create a new seguit block that only supported this asset. And even thatould still be adding, literally, it would in the end, be effectively adding another asset to bit coin.
