The Bishop of Rome Is the Bishop of the Church

The Bishop of Rome is the one who marks the difference between an ecumenical and pseudo-ecumenical council. He retains the authority to act infallibly simply of himself, he says. The Pope should only do this in consultation with the other bishops,. But strictly speaking, he has the authority to make a determination and everybody must obey it. This is given to him by God and his decision is guaranteed by divine providence.
