The Idea of Emergence in Complexity
An organization functions like an information processing system that comes up with a recommendation. Decision making then becomes identifying the emergent opinion or tweaking it. The flocking behavior of birds is an emergent property of the underlying set of birds, for example. And so it's a very different way of looking at these systems.
