I think it would be incorrect to claim that refuges aligns with the broader public health goal of stopping disease and stopping outbreaks affecting the whole world. One area where you might have different prioritization depending on whether you're worried about truly avoiding extinction or worried about mitigating any kind of pandemic including ones that don't pose existential threats. Sometimes a solution only looks really compelling based on a certain set of worldviews or normative assumptions or priorities sometimes you can't necessarily make your whole investment portfolio align with how things play out.
