LZ Granderson: How does a person actually tell that an arrest is being executed? LZ: Does the use of handcuffs automatically constitute an arrest or can police use handcuffs temporarily just for detention. He says courts will look at a number of factors sometimes when trying to decide, well, was this a detention that needed only reasonable suspicion? Or was this actually an arrest where police needed a higher evidentiary basis? Lz: There's certainly problems with police culture. And in that way, the culture is perpetuated despite what they say in the academy.
