I think for small low fee private schools is not really that much amount of money involved. At the low fee level there is not really much of a problem in terms of running those schools and entrepreneurs are actually investing their full time so they get a compensation from from the school as a salary. For high fee schools is an issue because there is a large much larger amount of revenue that they are generating.
