The balance of probabilities seems to suggest that this is an orchestrated campaign and it's an orchestrated campaign that comes from inside Ukraine. The Ukrainians have been phenomenally imaginative in their war. They clearly have consistently outthought the Russians as well. Basically, this is Kiev's other spring offensive, a covert offensive inside Russia to try and make sure that Russians begin to realize that this is not a war that's just happening somewhere over there but one that is going to hit them in their own home cities.
