Kissenljoff is a careful watcher of the Kremlin and always seeks to position himself just beyond the Kremlin's own narratives. Russia is not about to go back to the 1940s but nonetheless you know Russia is going totalitarian. It's looking likely that direct mayor elections will be withdrawn in places like Novosibir, Tomsk and such like. Putin has no doubt grudgingly acknowledge that he will have to stand for reelection in 2024.
