Is There a Neighborhood in a City?

There's four districts, and i think each district has nine neighborhoods. Half of the neighborhoods come from either small towns or like little areas. I want players to kind of be able to learn from the setting and use and exploit it. The winged monkeys are a couple of diferent groups at work together. But if you have half dozen monkeys, then it adds to their strength. So that's one way we've taken something and made it into a propere functioning mechanic.
