There is no mandatory hijra or migration after the conquest of Mecca. Those Muslims who became Muslim in Mecca don't have to migrate to Medina, they stay in Mecca. So Hail becomes a distinguished Muslim. He'd be seen in front of the kaba begging Allah for forgiveness and the tears coming down. It won't end up happening to SallAllahu Alaihi Wasallam.
