The way we think about regulation of complex systems today feels very much like allopathic medicine, right? Like here is a thing that we want to affect. We're going to have one or two levers that are meant to do the thing that we're trying to do. And then inevitably, I mean, literally inevitably, whenever we use those regulatory levers, like system-wide effects that were unexpected show up. The alternative to this would be thinking about it more holistic where we think, okay, what is the general direction in which we want this complex system to go? How do we stack the deck with lots of things that individually do not have maybe the full effect that we intend?"
