The Problem of Overcrowding in India
Migrant travelers would have been able to afford anything more let alone reserved sleeper class tickets until their employers sometimes give them that. So yes, overcrowding is a matter of fact and not double at times over-triting is three to four times the capacity. We have to work back assuming that we become a developed country after Amrit Kal. Working back means every Indian has to travel in with dignity if not great comfort but at least dignity and dignity would mean a seat or a berth for everyone.
