Jack Welch pioneered offshoring of production facilities and jobs to companies with looser labor laws. He also helped lobby the Reagan administration for a change in business law that allowed GE to pay lower taxes on products moved through different companies. By moving jobs out of the country or just to parts of the country without as many unionized workers, he was able to break the back of the unionized workforce that had helped make GE a powerhouse.
