How Do You Decide Who Lives?

All but one of the local naval-based decompression chambers were out of service. Each chamber was designed to hold no more than two people at once. Someone decided they could squeeze up to four men in at once, but no more which meant the other three would be doomed. Three naval officers died, including the lead diver on the mission, and the remaining four men were permanently injured.
