Stephen Shork: Philadelphia, the once great epicenter of the East Coast refinery, we've lost 55% of our refinery capacity. He says short-term fix is Northeast heating oil reserve; that's 2 million barrels sitting in tanks up in Connecticut, Florida, Massachusetts. "I just this is so important socially, Stephen Shork," Lisa Ling asks him. 'How do you perceive a government response of this?'"
