Montesquieu and Montane
Montane refers to the 16th century French thinker, in fact from the same part of France as Montesquieu. He was a great influence on Henry of Navarre, who became Henry IV and acted the edict of not the first great act of religious toleration in France or Europe arguably. Like Leavie's aim is to show the longstanding existence of pluralism, but also shed light on the fundamental ultimate irresolvability of it,. These two thinkers, I think, could be great allies.
