How Do You Know if You Can Double Your Size?

The income gains of capping New York city at 40 million you know doubling its size would be 25.7%. But to incumbent New Yorkers that they would actually be worse off even though the whole country would be richer your typical New Yorker would be I think what 13% worse off and 40 million is arbitrary. At 30 and 50 million it's just an overall gain a very large overall gain and somewhat what of a loss to the people who currently live in the biggest cities.
