Is Delution the Solution to Poverty?

As people have become more spread out, essentially, the wealthy have seceded from many cities and from many neighborhoods. And that's part of the reason why poverty has become more concentrated in some neighborhoods. It seems to me like there's a lot more of these places that are entering, in a sense, the terminal phase, or the real despair phase, of our development pattern.
