The Greatest Reformer, Darthea Dix
In 1854 Darthea Dix got both houses of Congress to pass this country's first mental health bill. President Truman signed the National Mental Health Act into law in 1946. JFK also signed mental health legislation into law, and that was somewhat personal because a sister Rosemary was given a lobotomy and then sent to an institution. Reagan came into office and his administration took a look at challenges of care for people with mental illnesses.
