The policies of, many of the policies overdone in response to this were framed as race neutral, and they like, have had horrible effects. I mean, th one thing was, like, mass incarceration for boys. And it is just one way of saying lhike, yes, this was framed as raceneutral and it had racially disperate outcomes. It's just how this works sometimes. Like these people were reacting to racially motivated fears. They then framed it as a race neutral policy, and it had a racially disperate effect because they were rooted in raciallymotivated fears.
