Around the time pegyening emerges from its first bankruptcy, California is starting to take a real interest in climate matters. Around this time it's becoming very viable to contract for large wind and solar farms. And so you have the state legislature begin to set targets for carbon reduction. The utilities become instrumental in hitting these targets because their power generation sources are such a significant carbon emitter.
