Niyya theory of knowledge is meant to yield attainment of the highest good. In second sutra, Gautama explains how this is supposed to happen. The moral quality of an action claims Gautama depends on the desire that gives rise to that action. No false beliefs means no wicked desires and no bad actions means no punishment through karma further down the line.
