I think part of the carrot that they gave Brent Spiner doing as much data and soon lifting as he did was that they were going to transform data in the third season. But then as Chabon left and Akiva took over it started leaning to one side of that fragmented data brain. Nobody wants anything more in Star Trek than a prison bus chase on a freeway in LA.
