The idea that god has intentions and goals, that's just built into classical theisms commitment to god's perfect rationality. If you deny that god performs intentional actions, then you are rejecting the way that classical christian theists have actually articulated basic doctrine. This entire discussion of the discussion of the atonement in the catholic scholastic tradition is based on this assumption. And if god intended to bring about something else, he could have given some reason for doing it.
