Is There a Shortfall Between the Government's Allocation and the Actual Allocation?

The allocation for children with SCN is about 4.3 billion, but if you divide that by the number of kids that that's supposed to cover that comes to 4000 pound per kid. So there's a shortfall between what the government says is the amount, and the actual amount. But it's not entirely the government's fault in as much as the government in themselves are providing schools budget. It's down to the local authority to to decide what they want to spend on SCN.
