Sovereign Immunity Works in a Court Procedure

Sovereign immunity works when you try to reach somebody in a court proceeding, and you can't reach them because they're immune. They just like Switzerland has signed an agreement with the Bank for International Settlements. And if the documents only exist in Switzerland, you're not getting the documents. That's how that game works. So, so the who can't exercise any kind of immunity anywhere in the world you're saying? I don't know what that question means.
