In 1991, Tim Berners-Lee had the first website ready at info.CERN.CH. This is in the early 90s. He basically laid out the essentials of what we know today as a world wide web or the web or even just online. CERN could have licensed out the World Wide Web for profit. Burners Lee actually convinced them not to do that because he thought an open web would be the best thing to make the web grow.
