Code Is Law Interfaces Are a Crime

In a world where code is law interfaces are a crime. Can you explain that a little bit more before you keep going I don't want to just skip over that too fast. So the key here is like an interface it doesn't define behavior it defines intended behavior. And so, if you're writing some code that's supposed to be protecting something but you're basically leaving a blank check for an attacker or someone else to fill in and you know this is contract law that seems like a crime.
