The Prime Minister has revealed plans to give a tenth of the nation's income tax cut to households who are in need. The scheme would be means tested, and only handed out to people with low incomes or those using public goods less than others. Mr Cameron says it is 'ridiculous' that someone should have to pay such a large sum for their services. But he adds: 'I don't see why we can't do something like this under our current system'
