Is There Any Obligation to Negotiate With Trade Unions?

It's potentially a very serious bill and potentially breaches Article 11 of the European Convention on Human Rights. We've seen ambulances queuing up in hospital, people are dying. Surely there should be minimum levels of service - even though the trade union in general can call out most of its workers. The ILO strongly recommend that any minimum service level should be laid down by a collective agreement.
