Stacked Decks - Is That Correct?
Stacked decks is a term that I use to capture the way people on the ground, like inspectors, think about what sociologists or others might call inequality. It suggests that decks are stacked by people, for people and against people. And it really reflects how inspectors and other people in similar positions who navigate disparate contexts really see the world in which they work. So my guess is that stacked deck doesn't mean the back deck or the front deck, that people might find themselves on.
