There is a pattern of exchanges between party organizations and government. Vietnam has implemented, you know, very similarly to the way that China has been doing since 2012. But I don't think there is a very good way forward because it gives too much power to coercive agencies. More than 40,000 employees in the public sector quit their jobs in the last two years.
