Federal officials arrested two New York residents yesterday. They accused them of operating the unauthorized station and using it to track and harass a Chinese dissident in California. According to a report from last year, China has set up more than 100 of these kinds of stations across the worldto monitor and harass Chinese nationals living abroad.
