The kind of radicalization that took place in India specifically was very, very pedestrian. Most beat-cops are from your local communities; they didn't have an issue of going to the cop and telling, look, this guy is talking like this, why do they have a word? And usually, you know, that person would not get arrested. Then we never actually had, thankfully, any major attacks that were attributed to this. The problem is that when you bring them back, and you put them through the legal system, the legal system will ask for guarantees and prove that the security system cannot provide.
