Sands of Mars by Arthur C. Clarke
Sands of Mars is set on the first colony on Mars as sort of a government-run colony. The book, they don't give the exact year of when it's set, but if you do the math, it's set around 2009, 2010. In the book, the guy that Arthur, the narrator, is a Clarke proxy, is famous because he was a struggling science fiction writer who in the late 1960s, early 1970s, wrote a phenomenal runaway bestseller.
