The speaker doesn't have to be a member of Congress, but the point is it has to be an open process and then you'll start to dilute this kind of stuff. If people can actually participate, they're not going to do all the theatrics. So I think you have to put Congress back to work on legislation if you want them to get away from being actors. For some people, the idea of taking a chance of knocking out Kevin McCarthy means maybe putting someone in there who is just as bad as him.
