The US chief of mission in Havana confronted his Cuban counterpart, Josephina Vidal Ferrero. He described the strange incidents and demanded that the harassment stop. Some officials believed it may have been Cuban hardliners who had been so offended by Obama's visit back in 2015. But after months of sniffing around, not only could the US not find any evidence the Russians played any part in the attacks on Americans on Cuban soil, they couldn't find evidence that anyone was attacked in the first place at all.
