In the united states, there's no real social norm around taking trains at all. So people who've driven that journey in the past will continue to drive the journey. But what pete and i might suggest is that if you do instigate that rail network, you should give everybody free travel on that network on their birthday. And then from then on, those people will probably choose fairly intelligently - using information only known to them. How much luggage do i have? Is it raining? Al those other considerations which affect a journey mode choice. At least they're making a decision based on experience, not on habit.
