The Treaty of Novgorod
Treaty was agreed between Norway and Novgorod in 1326. Originally to regulate spheres of influence in Finnmark, which is still that kind of area today. In Russian times it's called the Kola Peninsula - a big thumb of land coming eastwards from there. Sami people don't consider themselves particularly Norwegian or swinish but are part of them.
