The Book of Deuteronomy 23. Exclusion From the Assembly

When Balaam heard that Balaam had come, he went out to meet him at the city of Moab. The angel of the Lord said to Balaam, go with the men, but only the word which I bid you that shall you speak. He whose testicles are crushed or whose male member is cut off shall not enter the Assembly of the Lord. Even to the tenth generation none of his descendants will be allowed into the assembly. No Ammonite or Moabite shall enter theAssembly of the Lord forever.
