On april eighteenth, a committee of 11 was formed to compose a new constitution for france. To further insure that the convention was not bothered by mobs who might oppose it, they also went ahead and decreed a little martial law in the capital. General pchagre just so happened to be in paris while all this was going on. And the convention said, general, would you please help us restore order? And pechagre said, why yes, i'd love to. He organized squads of national guard, regular army units and unofficially, the muskedin to go raid through the eastern sections. Around 16 hundred men and women were so identified and arrested
