Approaches to Free Speech: Neutrality, Militant Democracy, and Value Democracy

This chapter explores the two main approaches to free speech: neutrality, which is based on the American idea of the government being neutral towards different viewpoints, and militant democracy, which allows for limitations on speech that attacks democratic values. The chapter also introduces a third idea called value democracy, which seeks to protect all viewpoints from criminalization but allows the government to condemn extreme viewpoints.
