The False Idea of Family Court

The boy was rescued in the high seas or at least in the water. Immigration had jurisdiction over the boy. He was turned over temporarily, paroled in the temporary custody of relatives who had never met him. The only reason that that boy was not immediately returned is because he's Cuban and the Cuban American National Foundation were already agitating for his return.
