The King's Row
During Aegon's reign, it doesn't exist yet, but he spent a lot of time in the North. The King's Row being built, even the dragons is flying back and forth like that can deliver information or authority. So this lingering resentment over the surrender is a good place to begin. They still act on that belief, even if it's not totally accurate.
