The government has the right to speak. Whether you view it as a first amendment, or is the government's responsibility? The government speech isn't definitionally inherently coercive. John Locke, John Stuart Mill, marketplace of ideas,. Like classical framers argument that these folks are supposed to love. You let the government speak. You don't let them threaten retaliation against other speakers. And the best weapon against speech is more speech, right? I'm paraphrasing John Stuart Mill there.
